The police understand your situation and most of them have stopped using your gym. Now you don’t have many customers. Young kids have started visiting the gym, most of them don’t join and some don’t pay at all. They use the gym as a meeting place. Tell them to stay away from the gym unless they pay full membership. Let them stay. They have nowhere else to go to socialise.
